21.—(1) Any person who carries out any installation, maintenance or repair of a gas appliance at a time when gas is being supplied to the premises in which the gas appliance is installed shall, immediately after completion of such installation, maintenance or repair, test the gas appliance and its connection to the gas installation to check that —
(a) the gas appliance is safe to be used;
(b) the connection of the gas appliance to the gas installation is gas-tight; and
(c) the work is in compliance with these Regulations.(2) If, on completion of the tests referred to in paragraph (1), it is found that the gas appliance is safe to be used, the person performing the tests shall issue a written statement certifying the gas appliance is safe for use.
(3) No person shall use any gas appliance that has not been certified safe for use.
(4) Any person who contravenes paragraph (1), (2) or (3) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding SGD 5,000.

Licensed Gas Service Worker
All gas service work involving piped gas installation or piped gas appliances must be undertaken or carried out by a licensed gas service worker.
Statement of Gas Appliances Testing
A written statement issued by a City Energy Licensed Gas Service Worker after installation of a gas meter and turning on of gas supply to a unit.
This is in accordance with Regulation 21 of Gas (Supply) Regulations 2008
Testing of gas appliances

Gas Leak Testing – After Gas Water Heater Replacement
- One commonly used gas leak testing machine is a gas leak detector.
- This handheld device is equipped with sensors that can detect the presence of certain gases, such as natural gas or propane. The detector is moved around the area or equipment being tested, and if it detects a gas leak, it will typically emit an audible or visual alarm to alert the user.
Gas Pressure Gauge Test – After Gas Water Heater Replacement
- Before and after replacing a gas appliance or conducting maintenance on a gas system, it is common practice to measure the gas pressure using a gas pressure gauge. The purpose of this test is to ensure that the gas pressure is within the appropriate range for safe and efficient operation.
- Before the replacement or maintenance, the gas pressure gauge is connected to the gas line, typically at a convenient access point such as a gas valve or a test port. The gauge measures the pressure of the gas flowing through the line, and the reading is recorded.

Who is allowed to install a gas water heater in Singapore?
Gas works must be carried out by a Licensed Gas Service Worker. On every Homeone installation, gas works are handled by a Licensed Gas Service Worker, water connections by a Licensed Plumber, and electrical works by a Licensed Electrical Worker.
What testing is done after the new heater is installed?
Every installation goes through a final pressure test, as required under Regulation 21 of the Gas (Supply) Regulations. Once the heater is confirmed safe for use, you receive a written statement of gas appliance testing.
Which gas heater brands do you replace and install?

Additional costs apply only if your site needs them. These are SGD 150 each:

What warranty comes with my installation?
Your installation includes a 1-year warranty on gas work, plumbing work and electrical work, plus a 1-year heater product warranty.
